When does the same unemployment rate stop meaning the same thing?

A source-linked comparison of the labour-force measurement perimeter used in Jordan, Egypt and Morocco. The point is not that one national statistic is “wrong”; it is that a headline unemployment rate can sit on different population scopes, publication conventions and classification structures.

Finding

All three systems center unemployment measurement on a 15+ labour-force framework, but they are not identical objects: Egypt explicitly scopes the survey to the Egyptian civilian labour force inside the state, Jordan’s current releases distinguish Jordanian and non-Jordanian labour-market populations, and Morocco’s redesigned 2026 survey explicitly separates strict unemployment within the labour force from a potential labour force outside it.

Implication. A cross-country table that keeps only the headline unemployment percentage and strips away population perimeter, age framework and classification notes is analytically weaker than the original official releases. Comparability requires preserving those fields alongside the rate.

Jordan

Nationality-aware labour-force reporting

Department of Statistics labour-force outputs use a 15+ population framework and publish labour-market measures that distinguish Jordanians and non-Jordanians. Participation measures are reported relative to the population aged 15 and above.

Analytical risk: a headline rate cannot be assumed to describe the same national population perimeter as a survey restricted to citizens or a differently defined resident population.

Egypt

Civilian Egyptian labour-force scope

CAPMAS describes the Labour Force Survey as covering the Egyptian civilian labour force inside the State. Its published labour-force series use a 15+ framework.

Analytical risk: the target population is explicitly tied to Egyptian civilians inside Egypt, which is a substantive scope condition when comparing with broader resident-population statistics.

Morocco

Strict unemployment vs potential labour force

HCP’s redesigned 2026 labour-force survey uses a 15+ framework and distinguishes unemployment within the active population from a separate potential labour force outside it.

Analytical risk: labour underutilization can be understated if a comparison treats strict unemployment as the only relevant non-employment concept.

What this note does

It compares official survey scope and classification architecture. It does not rank labour-market performance, harmonize the national statistics into a synthetic rate, or infer that observed differences are caused by definitional design.
